Park Memorial Design Plan: In follow-up to some
concerns about how much the proposed memorial would block views
of the river for pedestrians and people in vehicles, P&R
staff make full-sized cardboard mock-ups of the the elements of
the memorial and put them up in the park where the memorial
will be built. Photos of the mock-up memorial and river
from a variety of locations along Newport show that the
memorial will block river views minimally and fleetingly for
those passing by.
An Accessibility Study report is being
prepared with the goal of keeping ahead of accessibility
requirements as well as supporting accessibility needs of
various facilities, parks, and trail users.
The SDC
fee setting and fee schedule resolutions as reported
previously were approved.
The grant application for the Pioneer Park--Revere St trail
project has been presented to the State. If funded it
will be about a $150,000 project of which $69,000 will be from
the grant. Stimulus $$ applications also have been
submitted for trail surfacing projects although there is little
expectation of getting any of those funds.
Subject to change, following are some of the
topics and dates for Board
discussion in April:
April 7-- IGA-City of Bend -- off leash sites; park
reservations guidelines; scholarship program
April 21 -- Colorado Street Dam safe passage; coordinated sign
program

Dog Parks
update: the planning for this had taken longer
than anticipated and is continuing. Jan Taylor,
Communities Relations Director at BMPRD assures me that
neighborhood input will be sought through some sort of
formal process once they are farther along in planning.
Park Accessibility
Plans: To help BMPRD provide access to parks and
trails for those needing accessibility assistance of various
kinds (estimated at 15% of users), staff has inventoried
"outdoor developed areas". This inventory is being
reviewed for conformance to newer ADAAG guidelines, and staff
will develop standards and guidelines for upgrading facilities
on a priority list of needed improvements. These
standards and guidelines also will be used in new and remodeled
facilities. Included is the expectation that 41% of
trails will be hard surfaced and have acceptable slope
and cross-slope for accessibility. Public and special
interest input will be sought during development of standards
and guidelines, and a consultant also will provide
guidance.
Irrigation water for
Riverbend Park: BMPRD is exploring options
including drilling a well or drawing water from the river (the
District has water rights), rather than continuing to purchase
water. The preference is to use well water rather than
draw down water levels in the river.
BMPRD Speakers Bureau
is being developed.
Brooks Park
update: Presentation of the Veteran's Memorial
design is scheduled for the Nov 4 meeting, although this date
is subject to change.
