Boyd Acres Neighborhood AssociationBoard Meeting MinutesApril 26, 2010The regular meeting of the BANA board was called to order at 6:40 pm in the library of Lava Ridge Elementary School. Board members present were Larry Kierulff, Nadene Kallel, and Michael Graham. Visitors present were Jim McMurry, Al Jesse, Becky Kierulff and Jodie Barram.Minutes for February and March were available for review but not approved due to lack of quorum.Mailing notification for general meeting was discussed. Larry passed around a postcard from a previous meeting. It was decided to send a postcard for which a template is available on CD and a place will be provided for invitation to meeting and an application for membership. Larry will act.The agenda for the general meeting was discussed. Bruce Ronning will represent Parks and Rec, Jerry Mitchell will represent Juniper Ridge Project and Rick Williams, ODOT. It was suggested that each speaker present for 10 minutes and respond to questions for 10 minutes. Time will also be allotted for BANA business. Refreshments such as cookies and water for about 50 people will be paid with BANA funds.Publicity for the general meeting was discussed. Signage is limited to volunteered private property. Nadene and Al offered their property and will make appropriate sign. Nadene will ask if notice can be made in newsletters of Lava Ridge, Skyview and Ponderosa. It was suggested that notice be made in the Bulletin community calendar.Larry announced a subcommittee of board members to meet at his house May 3rd at 630 pm to refine to agenda and publicity plans for general meeting and plan a membership survey strategy following the general meeting.Larry noted that the board needs to replace the land-use chair and vice-chair but a lack of quorum will postpone any action till the May meeting. It was suggested the vacancy announcement be included in the postcard. It was also suggested the bylaws be amended to allow some voting by email.Jim McMurry offered to be the Webmaster for BANA and his email is jpm@bendbroadband.com. Potential changes to website control awaits a decision by NART and the city but Jim will work within the current framework to keep site updated as directed by board.Larry introduced invited guest, Walt West of DEQ, who responded to questions from the board concerning the Suterra permit application and potential environmental impacts of an industrial park near a residential area. After considerable discussion, Walt said he would email his responses to the prepared questions so they may be included in the minutes.Larry proposed the May issue of enews be delayed till mid-month in order to promote general meeting.
