BOYD ACRES NEIGHBORHOOD ASSOCIATION

Board Meeting Minutes August 30, 2010

Opening:

The regular board meeting of the Boyd Acres NA was called to order at 6:35 p.m. on August 30, 2010 by Chair Larry Kierulff. Meeting was held behind Sky View Middle School.

Present:

Board Members: Larry Kierulff, Michael Graham, Nadene Kallel, Wayne Schnur and Jenni Fennerl. Visitor: Steve Esselstyn, Bend Police Department

Agenda Items

1. Approve June Minutes – Nadene motioned to approve the minutes, Wayne seconded the motion and all were in favor.

2. Neighborhood Watch Topics – Steve Esselstyn from Bend PD was on hand to discuss Neighborhood Watch. He suggested that we and all citizens report anything of interest to the police dispatch number and an officer will respond. Sometime police presence is all it takes to deter crime. He passed out a flyer titled, “If you need to call for help”, which was provided to all present. Important points on the flyer include: make a call from a land line so 911 will know your location, gather as much description of the problem as possible. The most common complaints from our neighborhood are dogs at large and one vehicle break-in. Of course traffic complaints are also a common problem. Most car burglaries are due to open doors or unlocked vehicles, so citizens should be able to remedy this. Steve also provided a flyer titled, “Ten Tips for Home Safety”.

Nadene commented there are speeding problems on Egypt and Ranch Village Drive. Steve suggested contacting Chris Carney (541-322-2960) to discuss enforcement. There are four traffic officers on staff and they will begin to focus on school zones in the next week or so.

Steve suggested we continue with our neighborhood spokesperson program and we can formalize it into a Neighborhood Watch program if desired. Signs are allowed on private property. Steve may have a few signs available for use and can provide us with a catalog for other items. There are 6 or 7 active Neighborhood Watch groups in Bend.

Steve is willing to come back to a future meeting and is available for meetings with our spokespeople. He mentioned the Citizens Academy starting on Sept. 22 and applications are available. Larry will e-mail Steve for an application which can be shared. Completion of Citizen’s Academy is how to become a Police Volunteer. Steve’s e-mail is sesselstyn@ci.bend.or.us

3. Website Improvements – Nadene has completed an overhaul of the BANA website by updating information, streamlining the links and menus and adding local photos. Now that this work is done the maintenance of the site should not be very time consuming. Nadene will continue to update the Helpful Information contact list with updated names and phone numbers. Larry intends to learn the system also and become a second person who is able to maintain the site. All agreed that any items posted to the web or those sent out in the e-news should only be done by board approval.

4. Standing Committee Reports

a. Traffic and Safety – Augusts’ meeting was cancelled, nothing to report.

b. Parks and Recreation – August board meetings were cancelled, nothing to report. Larry will follow up on the Pine Nursery planning meeting which occurred earlier this month and possibly speak on this issue in the visitor’s portion of the Parks Board meeting.

c. Good Samaritan – Larry will have a report on this in September.

d. Land Use – Larry attended the July Juniper Ridge meeting but the August one was cancelled. The next meeting is Sept. 21 at 3:30 at City Hall. Larry is unable to attend but Wayne will go in his place.

e. NART – Larry will be unable to attend the next meeting (Sept. 16) which will feature James Goff, Code Enforcement officer, as guest speaker. Michael intends to attend in Larry’s place and Wayne will serve as backup if Michael cannot attend.

5. Plan General Meeting – Robin Lewis is confirmed for the fall meeting and Kim Curley still needs to confirm in writing. The topics will be traffic, bike safety and the vision for BANA. Larry has e-mailed with Jodie Barram and she plans to attend. Possibly she can speak. Jenni suggested asking Justin Finestone to attend and speak about the purpose of NA’s. Larry will follow up on this idea. Jenni also suggested we ask the Weed Wagon to come to the spring meeting.

Larry will work on publicity including the postcard, website, TV and newspaper ads.

6. Survey Strategy – Larry suggested a survey to be sent to members along with the next edition of e-news. He would like to include 5 survey questions (located on the agenda) and asked for input on wording of the questions. Michael suggested a question to members regarding the significance of BANA. Larry has asked that we all provide feedback to him via e-mail in preparation for sending the survey.
