It's free! and easy! just fill out a Membership Form.   The Neighborhood Associations do not charge Membership Dues.  Commitment and participation is as much, or as little, as you'd like, with any amount being greatly needed and welcomed.  Be an active participant in your local neighborhood, stay informed of community issues and concerns, be involved in neighborhood events.
